Japan refused to capitulate to Allied demands. Emperor Hirohito's cabinet was deadlocked on whether or not to give the unconditional surrender that was demanded. Because Japan refused to sign the treaty, they were bombed to end the war. Air raids of Japan had not worked to convince the Japanese government. Nagasaki and Hiroshima were chosen because they were large port cities that were used for military deployment.
