Because He loves you! Jesus and God are all merciful, but if we continue to disobey His commandments and do not repent of our sins through our free will, we are choosing hell. After all, God doesn't place anyone in hell, they place themselves in hell by their own free will.
He will continue to forgive. He waits patiently for us to come, His heart beating with love and longing to hold us in His arms, forgiving and receiving us again and again until death. "His mercy endures forever."
Through the sacrament of Reconciliation (or Confession) we are restored in Christ.

The only reason I could see someone giving someone a second chance is if they think that person really won't do it again and they really love that person and wants to be with them. Just be careful if you do decide to give that person a second chance.
