There can be numerous faults such as (1) heater controls broken, cables bent, vacuum hose unplugged, (2) Thermostat closed, not working, (3) Fan motor burnt out,(4) Low anti-freeze coolant in rad, (5) wiring(short),hoses(kinked) (6) Thermostatic switches in rad, (7) Waterpump.
Its hard to tell unless one knows the year,make,model of vehicle as many vehicles can have either electric fans attached to rad or just the normal water pump driven by a belt.

My wife had the same problem, no heat when idle and blow cold air.. when driving the heat was fine.. Checked the antifreeze level and it was low.. got it topped off and that has brought the heat back at idle... hope that helps
