yes Not always, it depends what it is. People have different things they consider moral. Some things we can all agree on like murder and rape for instance. When it comes to sex before marriage or abortion the views differ. Many get their moral values from their religion and others get it from home or simply themselves while growing up. This is also why it's a good thing to keep religion and politics apart when it comes to making laws since not everyone follow that religion or any religion at all. And even those who do does not agree with everything the religion stands for. It would end up forcing people to follow the laws of a religion they are not following and since we have freedom of religion that is not legal.

Therefore, even if there is a legal obligation stemming from such a moral obligation ("you gave your word"), they are not the same obligation.
