I think you mean that the Microsoft Outlook is not sending email. In this case, you can try exporting your emails from Outlook and importing to Gmail. If you don't want to do that, then you can try to disable the Outlook email account from Options of your Gmail account. Uncheck the corresponding box and save the settings. After that, close the Outlook and launch the browser to create a new Gmail account. You can also try running Outlook in Safe Mode.
