since torque is proportional to flux and armature current . Flux for dc shunt is constant . torque is proportional to armature current only. And initially armature current is very low hence it cannot be started at load .

To avoid damage to the motor due to high speed it obtains when there is no load on it.

Load on the motor decreases the speed........and saves it from the sudden jerk it will get when the motor will start...from null position.

becaus the DC series motors, flux drectly proptional to armature. so no load start the motor is damaged. so always start with load
