Cathode-Rays are streams of electrons. Having a charge of -1 and a small mass (about 1 /1836th of a proton), they interact easily. Since you don't want them to interact with the atoms in the tube (air, etc.), you evacuate the tube, leaving it in as near a vacuum state, or zero PSIA, as possible.

In Thomson's experiment the tube used is evacuated i.e. there is vacuum inside.
The color from a neon sign is created by the gas being used inside of the tube. the bandwidth is very narrow so only a single color is output from the tube.
It differs by that white light spectrum is continuous and consists of light of all wavelengths. Emission spectrum is not continuous. It consists of bright lines at specific wavelengths, with complete darkness between them.

A vacuum tube does not contain any gases. All the gases are evacuated from the tube and only vacuum is left.
Both time and temperature can decrease the vacuum draw of an evacuated tube. Hence the provided expiration dates and storage temperature of tubes. The vacuum of a tube will decrease if it is too old or if stored at a colder temperature than recommended.
