The dog is clearly in some discomfort and is scratching his ear so much for a reason. And you need to find that reason and treat it.
The cause of the irritation could be an allergy to something or perhaps more probably fleas or mites in the affected area. If so, this can spread and lead to complications including wider infestation and hair loss (http://www.doghairloss.co.uk).
Suggest a trip to the vet for accurate diagnosis and treatment so your dog can get back to normal and free from the irritation.
There are many causes that a dog's upright ears begin to flop down. The dog may be ill, sad, or confused.
if it twitches or scratches itself it is ill.
Yes people can get ill from a dog. If your dog is sick, which they can be, and you let them lick you you will catch what it had, only less severe.
He was mentally ill and in an ill, panicked rage (he suffered from anxiety, hallucinations and delusions), he cut off part of his left ear lobe out of paranoia.
Your dog is ill, go to the vet
Obviously the fleas are affecting him. He scratches because they bite. He could also be allergic to them. He needs to be treated for his flea infestation with a flea shampoo or some type of flea killer. It's best to get the flea treatments that kill the flea eggs too so that they don't hatch. You also need to treat the area that he lives in whether it be your home, his dog house, etc. You need to do this as soon as possible because the dog is suffering from the fleas. He can also become ill if not cared for.

Your dog won't get ill from eating it, but if they do it over a long period of time they can develop stomach problems.
There is more then one possible answer for this: 1. (The most common): Your ill dog just does not have an appetite. It might not have anything to do with your healthy dog. 2. If your healthy dog is mourning over your ill dog because, well, he is ill, your ill dog may be feeling bad. Dogs do have feelings. 3. If your healthy dog does not feel bad at all for the healthy dog, the ill dog may seem depressed, because his friend doesn't care. 4. He may be in depression mode. Dogs can do that too. He may be sad about being ill. I mean, he's a dog, he doesn't exactly "know" what an "illness" is, cuz, well, he is a dog! So he may as well be in depression and shock mode to the point where he cannot eat! This one also may as well not have anything to do with your healthy dog. Please take your ill dog to the vet, and possibly try and feed him/her in a separate room.
Take it to the vet.
