While rare or uncommon, yes, there have been cases of chronic or recurrent appendicitis that didn't require surgery. This is very individual. Each case must be evaluated seperatly.The surgeon combines information from clinical investigation, lab results and imaging before deciding what to do. A generally accepted method is the Alvarado score, where a score of 9+/10 means surgery, 7-8 means you can (but don't have to) wait, less than 6 means it isn't an appendicitis. Once the diagnosis of appendicitis is confirmed, patients are usually operated as soon as it can be arranged (when the OR is free). An appendicitis is not an extremely urgent matter though, so if needed, it can wait up to 24 hours (though the waiting time may not be comfortable for the patient).
