"To the winner goes the spoils." After WWII, the victorious side, the Allies, established the United Nations. The permanent members of the UN security council are the 5 main members of the Allies (viz. US, UK, France, Russia, China). These five nations all had large 'spheres of influence' around the world.

Essentially, Germany lost WWII, so they weren't invited to be a permanent council member.
