LEDC'S are poor because they have requested money from the world bank to put towards things like developing their infastructure Eg Roads, Schools ect but may have spent the money on improving their armed forces by buying tanks or whatever. Then they fall into debt as they cannot afford to pay the intrest on the loan.
This happened to Ecuador, they spent the money, couldn't repay the intrest so fell into big debt. This got to a point where they stopped paying the loan back to the world bank so the UN boycotted there exports until they started to pay back the loan.
