Your question is unclear. But, if you are asking what the relationship between voltage and the distance between conductors is, then the higher the voltage, the greater the distance must be.
at high voltage side, current is low. hence the size of conductors is reduced or small. At low voltage side, current is high. Hence the size of conductors is large.

Metals are good conductors. Some non-metals are good conductors, but many others are not.
Ohm's Law describes the relationship between the voltage (potential difference) across the ends of some conductors and the resulting current through those conductors for variations in voltage. If the voltage is constant, then Ohm's Law is irrelevant.
High voltage tests are done usually at the request of electrical engineers. When conductors are pulled into a conduit system, it is supposed to be done very carefully. In some instances this can not be done with out subjecting the conductors to mechanical stress.
