Veins - veins run throughout the body, their main job is to deliver deoxygenated blood to the heart so it can get oxygenated and continue circulation. (They are usually are shown as color blue on the models of the circulatory system) Arteries - arteries are body's largest blood vessels. They main job/function is to take the oxygenated blood from the heart and deliver it to the rest of the body.(arteries branch out to capillaries and other smaller blood vessels).(they are usually shown as color red on models of the circulatory system)
Blood is not blue. That found in veins are slightly darker than those found in arteries (usually). You may have seen drawings in which the veins are blue but is just to indicate that these blue vessels are veins.
They are low in oxygen which is not usually found in arteries.

Arteries
Veins carry blood to the heart from the body, and arteries carry blood from the heart. Usually, the blood in veins is deoxygenated (ie. has very little oxygen left), and arteries have oxygenated blood. However, in the pulmonary ("lungs") circulatory system, it is the opposite (ie. veins ALWAYS carry blood TO the heart, whether oxygenated or not, and vice versa).
