It's extremely useful to a modern country to build roads and bridges as this is the main way of getting materials and people to where they are useful. In Europe and North America today almost all of our produce, food, and other materials are delivered to their final destination by truck. People are delivered to their jobs by cars or buses. None of these roads can cross rivers, hence bridges are important.
One perfect example of the importance of these was seen in the wars in Iraq, in the beginning the Allied air forces concentrated on bombing bridges and roads. This alone brought the Iraqi economy to a halt.
