Why are cars limited to certain speeds for example 155mph on a BMW M5 when I heard they could go 205mph with it off when they can go faster. Is there a way to take the limiter off?

Because the manufacturers are aware that very few people are capable of driving at high speeds safely they put a limiter on the top speed. There are several was to remove or disable the limitation devices.
