Normally they would build a dam over a valley with a high amount of rainfall per year, this then would collect behind the dam and gradually get bigger. The river basin will ensure new tributaries and branch off and may eventually lead into the valley (valleys are made by rivers normally from the past) so the gravity will pull it into the easier path downstream towards the dam. While building a dam the company would normallu install a hydroelectric power plant to ensure the energy is put to good use. Hope that helped. It happens in some cases.
Dams are massive barriers built across rivers and streams to confine and utilize the flow of water for human purposes. A dam is formed by people building the structure.
Dams, as such, do not 'form' rather they are built, either by man or animal.
For Humans: to generate energy, slow down erosion
For beavers: to create a still lake for a beaver home

Low-head dams are dangerous because people fail to realize that these dams are just as dangerous as larger dams. The movement of the water at the base can pull people under and trap them. These low-head dams have been nicknamed 'drowning machines.'
When trees are planted and when dams are created then it is possible for the floods to stop
resevoirs
They can assist in controlling flooding on many rivers. Dams can by used to create hydro-electric power. The lakes created are often great recreation areas.

Man Made dams are constructed for several reasons. One may construct a dam to balance water height or achieve agricultural irrigation.
The Tennessee Valley Authority Act created a public corporation that was authorized to build dams and electrical generating-plants.
