Because earthquakes are the result of two plates rubbing together. For example, if two plates are being forced into each other they may create what is called a subduction zone. One plate will be forced underneath the other. This quite obviously will cause some friction and maybe even some lifting of one of the plates. once the force becomes large enough to overcome that friction the plates will slip. An earthquake is what we feel on the surface when that happens. As to why they are not likely to happen in the center of the earths crust, The shock waves from this type of event will dissipate in the earth long before they get there.
