I can't give you a real specific answer, but fuses blow because something is drawing too much current. The major electrical part of the heating system is the blower. There might be a shorted winding in the motor, or maybe the motor bearings are going bad and are dragging. This can cause an over-current condition too.
I suspect you need to replace the motor.

There is an electrical short to ground in the fan switch or in the blower motor itself.

There might be a bad fuse causing the heater to not work. Check the fuses if they are all ok you may have a bad blower motor. when you turn the heater on and no air is blowing then it is your blower motor.
bottom element is probably bad. another sign of this is that you run out of hot water fast.
The compressor is coming on because you have the heater set to defrost. Take it off defrost and the compressor will not come on. I would suspect the compressor is locked up.
Fuses are pretty direct. Locate the fuse panel, most likely on the underside the left side of the dash. Pull out old fuses, push in new ones. Having said that, is there some particular difficulty you're having with one or more fuses?
