Because they believe there's a benefit to doing so.

This sort of question is a little irritating to me, because it generally comes with either an explicit or implicit follow-up clause: "instead of spending the money on helping the poor" (or whatever particular cause the questioner finds "more worthy").

The government is not taking money they've got lying around and dumping it into a paper shredder marked "space stations". The money spent is instead going into the economy, in the form of salaries for engineers, technicians, support staff and all sorts of other jobs in businesses that manufacture the parts, supplies, and so forth that go into space research.

Essentially, taking that money and instead "helping the poor" with it would basically create a whole new bunch of poor who used to have jobs in the space industry, but lost them when the funding went away. In other words, you haven't actually solved a problem, you've basically just moved it around some.
