Members of the Canadian government felt they could regulate the actions of people by regulating things. They have found much of this has not worked well, and are reversing some of their gun laws.

Canadian gun laws have not changed that much since the end of WW II. Since then there have been "prohibited" and " restricted" categories of firearms, brought about by the return of many soldiers who brought home war trophies (mainly German Lugers and P-38's). Automatic firing weapons are prohibited as are short barrel rifles/shotguns that can be easily concealed as well as pistols/revolvers with barrels less than 3". All other pistols/revolvers are "restricted" in that they can only be carried to and from gun club firing ranges. Concealed weapon permits do exist in certain circumstances, but they are rarely issued. Prospectors may carry pistols/revolvers in addition to rifles/shotguns as protection from wild animals and claim jumpers. No person may carry any firearm or even purchase ammunition without a Firearms Acquisition Certificate (F.A.C.) obtained through the completion of a firearms safety course and clearance by the police (no convicted felon can be issued a certificate if he/she has a history of criminal violence). In some cases, the spouse is interviewed to determine if the applicant is stable and not a threat to misuse firearms. The F.AC. is either "possession" or " possession/acquisition." With the latter you are entitled to purchase any non-prohibited firearm.

"Long gun" registration in Canada came into being in the early 1990's following the massacre at Montreal's 1989 Polytechnique University. But by the mid-2000's it was scrapped as too costly to maintain (more than $2 billion was spent) and after crime statistics showed that there was no apparent increase or reduction of crime involving rifles/shotguns under the "long gun" registry.

I think that if the USA was smart, they would tighten up their gun permits to reflect more the Canadian model re "prohibited" and "restricted." We are not crime-free with respect to guns but we have far fewer shootings per 100,000 population.
