No. They are machines and human beings are living things. Computers have a limited set of capabilities which are defined by people who make them and program them. They don't have a true ability to think, just the ability to do what they are programmed to do. They don't have any human characteristics, like emotions or the capability to be tired or bored. This makes them good for doing tedious and repetitive tasks, which is what they are often used for.

Yes. We all have perceptions on what is going on around us and in the world so we make decisions on these perceptions. Sometimes these are wrong and other times they are right. What we don't often realize is that people have a number of choices when they make a decision. They often think they only have one or two. Again, this is based on their world perception.
