Well one reason that cities were built up around water was that you need water to drink. Also, ports were really important to bet resources and help build the economy back when cities first started to develop.
Large cities are near bodies of water because water provides food, transportation, and a way to stay hydrated. In an ocean, you can make ports, catch sea food to eat, and sail places. In rivers or lakes you can catch fish, drink water, use water for bathing, washing clothes, dishes, etc.
