They aren't found in the open sea for a few reasons. One of them is that they must have fresh water to drink. Another reason is that they like warm waters, because they don't have enough blubber (fat) to keep them warm. Also, they like the water to be shallow, because the more sunlight penetrating through the water, more aquatic vegetation, which is the manatee's food, will grow there.
