The bottom of side windows in mine (and most that I see) are 40" from the floor. The kitchen oversink window is 12 above countertop. -That all seems pretty normal to me. Possibly you have noticed Mobiles where owners have replaced windows themselves and lowered them.
Not only will they work for a mobile home, they tend to do better on mobile homes then standard homes. Insulation tends to be less efficient for mobile home anyways so vinyl windows are a good alternative for repairs. On a standard home they just become a weak point in insulating the ambient temperature.

I've tried one and they seem quite fast. Slower than some Android devices and the iPhone 4, but faster than phones running Windows Mobile 6.5. Windows Mobile still uses the registry so the more applications installed, the slower the device.
