Sometimes people do as a joke... Or maybe they genuinely want an answer to a question you may find ignorant. This website however is what it's for, to answer and ask questions. Some people may not be so comfortable asking certain questions in public an therefore turn to this website, we have to respect that.
Most people answer questions in only one language, so the situation does not come up very often, and the system is not designed to apply trust points to more than one account. Honestly, we do not answer questions for the trust points, we answer questions because we like to help people (and to advertise our erudition). This does not really require trust points. Those are just an embellishment.

Not all answers are inadequate. These questions are answered by the public, so some people could just say stupid answers but some are quite adequate

The main reason that questions go unanswered on this site is, there are so many questions coming in so fast, your question gets pushed down the list rapidly. The people that answer the questions start at the top, for the most part. If you do not receive an answer within a few minutes, resend your question. Send it as many times as you have to, until it gets answered. Good luck.
