Skittishness amongst fish can be caused by several different things. If the tank is too small then there could be a buildup of Amonium in the tank and the filter may not be handling it. Tetras are a small skittish fish anyway so it may just be the addition of the gourami and they don't trust it as yet. I would check the water parameters and make sure they are correct.
