I think it depends very much on what you mean by "better". If you mean "better" from an environmental perspective, I don't necessarily think they are. The popular view is that paper cups biodegrade, and are therefore "green", whilst plastic cups do not biodegrade and therefore litter the environment.
However, plastic cups only litter the environment because people are lazy and don't dispose of them appropriately. They COULD be recycled (depending on which plastic was being used to fabricate them) if anyone was interested in doing so. Also, it is not true that paper cups (or paper anything else) readily degrades in landfill sites (which is where more waste ends up when it isn't recycled). Landfill sites are not useful for aerobic biodegredation, and paper items placed in them stay intact for literally years.

As more and more countries are demanding the reduction in plastic bag used (because of their environmental impact) then Paper based packaging is prefered and because of it recyclable capabilities they can be reused for creating more paper at a latter stage.

Whether paper is better than plastic depends on how it is used. As a writing material, paper is often better. As a conveyance for flowing liquids, plastic is usually better than paper. For bags, if you are unable to use reusable grocery bags (which are readily available for very low prices but require periodic laundering), paper is the much better option. Paper bags, while not exactly environmentally friendly, can at least be composted or recycled. Plastic bags have very few secondary uses, and are almost always simply thrown in the trash.

Plastic is an insulator. but most of the paper is not insulated, because the paper in general contains water, although the content is very low, but enough to pass current, but there also is a special insulation paper, that is on the special purpose. so in dry conditions, and the cup has no water, a plastic cup is a better insulator than a paper cup.
