If you meant 'paper' records as opposed to electronic records - The main reason is that computers are always under attack from hackers. Paper records held in a locked filing cabinet, inside a secure building are much more secure than electronic records stored on a computer connected to the internet !

There will not be an objective answer to this query, rather a subjective one. Paper records when breached have virtually no trail whatsoever to be traced back to the original source of the breach. Whereas, in the case of an electronic medical record privacy violation more often than not a distinct trace back to the original source exists. In my opinion electronic medical records are far more secure than traditional paper records.
