Cortisol (a stress hormone) levels are higher in the morning for many people. In a state of nature it was helpful for some of us to be easily waken and very cranky in the morning time or when disturbed. Theses people are more prepared to defend (and warn) the group from predators that plagued early humans.

Well you see. It's all about how the person sleeps. If you leave t.v's on. Air conditions on etc. That's what you think about when your sleeping. And therefor your body doesn't get the rest and comfort it needs. So to answer your question. It's because they don't want to go to bed and sleep well. If they would just silence everything and enter a deep state of mind. Then they would have a better nights sleep and therefor wake up in the morning with a good mood.

maybe they haven't had enough sleep... being unrested creates aggitation. Sleeping makes the mind peaceful, so people tend to be annoyed and rude when suddenly taken from this restful state
