So the destination host knows what port to send it to. If the destination just takes a guess as to what port to send it to and sends an RDP packet to port 80 what do you think is going to happen?
For transport information, the protocol needs to know what port to deliver the packet to. A port has a listening program on the other end to receive it.

That is the way the standard designed the header. They could be placed anywhere as long as everyone understood where in the packet header it was placed.

In order to tell the difference between different data segments the transport layer assigns an identifier to an application. The TCP/IP protocols call this identifier a port number. Each software process that needs to access the network is assigned a port number unique to that host.
