Frogs are adapted to a particular ecological niche. They eat mostly insects. Their size is appropriate for what they do. Larger creatures would find it harder to survive on an insect diet (although the aardvark does, but it has different techniques for catching large numbers of ants).

Rats have evolved to be small animals. They are prey animals, hence being small and being able to run fast allows them to run and hide from predators. It also helps them reach food that they may not otherwise have been able to get to - though this may not have been a major evolution factor, it sure helps them when they are in the city!
