I've been wondering this myself, this morning. Having searched Google, your question was the only result remotely close to my search. So, I checked Sunmaid Raisin's website, and although they had a book of info about their company's growth and recipes, I didn't see an explanation. My theory was that they don't stick together as badly if they are in a breathable cardboard container, but Sunmaid's book said that they container designed in the 1980's was created with an airtight lid; so there goes that theory. Leaving me with no real answer except the answer given in "Fiddler on the Roof", which is to say, "TRADITION!!!" Perhaps someday someone who actually knows will finally realize there are people here who want to know. Until then, thank you for posting your question. It's nice to know I'm not the only one to spend time thinking about this.
