Yes, and usually it is fine to have three of the same monster card. Some cards are forbidden, meaning you are not allowed to use it in Advanced Format (the format tournaments are run in). Some are limited or semi-limited, meaning only one or two per deck. But if the card is not forbidden or Limited in some way, you can use three in your deck.

Well I don't know what exactly you're talking about, but if you mean amazon selling fake pokemon cards than yes. Me and my friends bought some pokemon cards from amazon but they all turned out to be fake.
