I don't know why they did it in Cape Cod but up in the North Shore in Salem and Newburyport this was called a Tory chimney, and it was a secret sign that Loyalists occupied the house.
I understood it was not really a secret, but a way of determining "politically" friendly houses to which travelers would feel comfortable to visit/stay. A white chimney denoted the inhabitants were of the Whig party and the white with black stripe was for the Tory party. I have seen such chimneys from the Cape up to southern Maine.
