It depends what the picture is. Certain images such as advertisements are not allowed to be shown without the permission of the picture's owner (copyright). People's faces are not allowed to be shown because of privacy laws. Even though the people are in a public place, their facers cannot be shown without their consent.
Google simply chose to blur peoples faces, and adverts etc - rather than go to the expense of seeking permission.
'Blurry' is a function of the monitor and/or other hardware, not necessarily of the software you're viewing.

Google has everything: from Angry Birds to Google Chrome (something like that). Google came before bing- which is a copycat to Google. This search engine (Google) is endless with information and features like: Google Docs, Google Chrome, Google notebook, Google Earth, Google Sketch-up, Google plus, Google Buzz, and more that is continous. So I rather choose glorious Google than boring bing.
Unless you configure your machine to be publicly accessible - i.e. allow others to connect to it remotely, Google will not see any of your files. If you use a Google service like Google Docs or a Google cloud service to store your Quicken files and do not encrypt them, Google CAN look at them but it's not in their business model to invest the resources to do so.
