So how we enforce the laws relies heavily on the rules crafted (most of the time for the work flow process). Legal Precedent to some degree is a legal rule, as it is applicable to future trial situations. Rules tell you how to do it, laws tell you what you have to do.
During the monarchy the kings made the rules. During the republic, technically, the people made the rules (laws). How it worked, at least ideally, is the senate consulted and discussed a proposal and then if they agreed on it, they put it before the assemblies and they voted it into law. However this was not always practical, as some regulations had to be enacted quickly, so the senate could pass a resolution which had the same force as a law. During the principate, the emperor made the rules.During the monarchy the kings made the rules. During the republic, technically, the people made the rules (laws). the shut up law passed by poland in 1979
Well of we didn't have rules It would be chaos police killing, rape, massacre, uprising, uncivilism is a serious thing and in USA it's good that we have laws ( and laws about laws) and rules rules keep it so nobody gets hurt some rules may seem "dumb" but they are always to keep you safe and make you feel safe so I guess you could say rules make sure laws aren't broken and make your enviremont a nice and welcoming place
because they did not find the laws enforced
