In North America we call these roads Limited AccessFreeways
No pedestrians are allowed
Vehicles are expected to maintain a minimum speed.
Vehicles will only be entering the roadway at marked places and merging in a safe manner, we hope.
All these things make it much safer on the Motorways than in built up areas. So we are expected to drive slower where the risk of collision and damage is much higher.

Yes Germany does have speed limits but on a lot of motorways they dont :)

60 kph in built-up area 80kph elsewhere 120kph on motorways The speed limit may raised or lowered. The speed limits on some roads is increased to 140kph or 160kph. Honestly noone follows the speed limits unless there is a gigantic sign warning that there are monitoring radars on a stretch.

Roads are built for safety and speed limits are determined by the conditions of the road on which they are posted.
The speed in Britain is 70 mph on motorways. In Canada it is 100km on most freeways, and in Italy it is either 130 or 150 depending on which Autostrada.
They don't ! Maximum speed on a dual carriageway is 60mph - Motorways is 70mph.
