White: Probably because white is the brightest color (no colors are filtered out of white light) and the main runway lights are the most important lights for a pilot to see in bad weather. Blue: Probably because red is typically used as a warning color (and sometimes direction), and green is sometimes used to indicate direction, blue was available to use for taxiways and was not distracting.

The blue lights define the lateral limits of a taxiway. In the day time the lateral limits are usually marked with continuous double lines (if the limit is smaller than the actual surface area)
The areas of road that are not the actual runway are taxiways. These lights are blue. Green lights are at the beginning of the runway itself, or approach end. The departure end is marked by red lights. Lights along the edges of the runway are white, changing to amber near the departure end of the runway. Recessed lights are located on the runway's center line at most large airports. For most pilots, it is initially a bit unnerving to land on these. They are, however, safely situated under protective covers. Sequenced flashing strobe lights line the approach threshold. Pilots can ask the air traffic controllers to change the intensity of the lights from the tower. The highest intensity is used to help incoming pilots locate the runway in times of reduced visibility. These lights are usually set to a low intensity at night so they won't interfere with the pilot's night vision.
Taxiway lights are blue so as to separate them from the red and green threshold markers at the ends of the runways and the white lights on either side of the runways. Of course, the lights are activated under low-light, poor weather, and night conditions but not during clear bright days. Also, as a tidbit, at uncontrolled airports that have lights, they are typically set on a timer and are controlled by the pilot from the air. This is accomplished by tuning the radio to the frequency for the airport and clicking the microphone. One click sets the lights to low intensity, two sets medium intensity, and three sets full intensity. Most pilots recommend three clicks since when you are coming in for a landing, you want to be able to see easily, not play guessing games.

It is illegal to use blue lights in Mississippi. Only white and amber in front, and red in the rear. Even blue accent LED and neon lighting are illegal.

They are "Confirmation Lights" which are the WHITE or BLUE light located directly above a Traffic Signal and are utilised by the Police to detect "Red Light Runners".It is "lit" when the lights are on Red.This allows the Police to see if anyone has run the red light.
In California they must be red,and parking lights must be white or yellow.
blue taillights are illegal in NY. tail lights must be red with no cracks. also there must be white reverse lights and red signal lights. also both plate light must be working.
