In 1776 when Francis Hopkins was asked to design the flag for the new American Navy he used the Union Jack as a foundation for his flag. The Union Jack has the colors of red, white and blue so they were used in the new American flag. Congress has recongnized Hopkins as the maker of the first flag not Besty Ross. The above answer comes from a Boy Scout handbook written in the 1930's and they gave those meanings to the colors, but this was not the intended meanings by Hopkins when he designed the flag.
