Venus has a very thick atmosphere, made up mostly of carbon dioxide. Carbon dioxide, just like on Earth, is a greenhouse gas, meaning it traps the sun's heat. Venus can't release all the heat energy it absorbs from the sun back into space, causing the atmosphere and planet surface to heat up.

Mercury, on the other hand, has no atmosphere, and the side farthest from the sun is always exposed to the deep cold of space. This allows the planet surface to bleed off the heat it absorbs.

Venus has an extremely thick layer of clouds that traps the suns heat. Mercury on the other hand, does not. Mercury looses the energy it gained from the sun during the day soon after the sun sets, since there is nothing on Mercury to retain that energy. Venus has clouds that are able to retain heat like a blanket.

While Mercury is closer to the Sun, the atmosphere of Venus traps the heat under the highly toxic levels of CO2, which could be something to say that Global Warming is caused by CO2, but is completely irrelavant, since there has been no unnatural change in the Earth's natural cycle of Global Coolings and Global Warmings since the invention of mass production, the greatest manufacturer of CO2 in the modern world. Finishing up your question, the reason why Venus' surface is hotter than Mercury's is due to an atmosphere of Carbon Dioxide, which allows heat into the planet's atmosphere, but doesn't allow it to escape.
