replace the headlight. your indicator lamp inside the vehicle has nothing to do with your headlight working.

How bout the turn signal indicator switch located in the steering column.
STEP 1: Remove the console topOpen the console arm-rest and remove the two bolts near the latch.Lift the console from the now un-bolted end and carefully pry up from opposite end (there are 4-6 tensioning-pins holding the remainder of console top.BE CAREFUL - you have a plug in the console top for the traction control.Lift up the console top and adjust it out of the way.STEP 2: Remove the shifter position indicatorIf you're REALLY god at working in small spaces, you MIGHT be able to remove the bulb socket from the shift indicator without removing it, but realize you have to turn/twist the bulb socket about 90 degrees and then pull down.The bulb is on the driver's side of the shift indicator. Remove the indicator by removing four bolts and lifting up slightly to gain access. Twist the bulb out of the indicator module, replace bulb, and return bulb socket into the shift indicator.Turn ignition key on to assure the new bulb is working properly.STEP 3: Reassemble the consolePlace the shift indicator module back in place and put in the four bolts.Set the console top tension-pins into place and press back down working from dash-end back to console glovebox compartment.Insert the two console-top bolts back in at latch area of console glovebox.DONE!

Check the main headlight fuse. Check the start button, it interrupts power to the headlights. If the high beam indicator and the gauge lights are out it could be this switch.
Without knowing what car you have I couldn't say for sure but from my experience most cars with the indicator above the steering column it is caused by a broken nylon string that attaches from the indicator and the shift rod. These do not wear out often, most of the time it is caused by inexperienced people dropping the steering column or replacing the column. If it is not detached at the correct time in the sequence when working on a steering column it will definitely break the nylon cable. Of course ,first check the fusebox. If all fuses check out ok, I think the headlight switch is bad. I had a problem with indicator lights and my running lights were not working.(Tail lights,). I tried everything and finally replaced the headlight switch and that fixed it! About $25.00
If a Passat 04 TDI's indicator lights are not working, check the fuse. A blown fuse can cause the lights to stop working.
