Because there is nothing to discuss. Usually. Sometimes, though, there is a particular question that may invite discussion or mere comments from various users.
Usually, that is what the discussion pages of questions are for. If you look at your blue navigation bar to the left of your screen when you are on a question, there is a 'Discuss' link. From there you can discuss the specific question with other users who come by that question.
The Discussion page of questions is to be used for notes about the question and/or the answer. Supervisors sometimes use the page to add notes to the answer that should not be added to the answer itself, however the discussion pages are used very seldom.
Included within these discussion pages is part of WikiAnswers' history. I split the question in order to preserve it.
