King is the traditional name for a "ruler", a male ruler. His wife is called Queen. When there is no male successor, as happened in England when George VI died, then a daughter becomes the "ruler". Her husband cannot be called King, because that would make him "ruler". She is not called king because king refers to males. So he is called "Prince". Then "Queen" is the higher rank, and "rules".

Because historically, the King is the powerful one and the Queen just his meek wife. In the case of the current Queen of England and her husband, to call him King would mean that the Queen was subordinate to him, which is not the case. So he is given the title Prince and Duke of Edinburgh, which give him Royal status even though is not King.
