Think of the food pyramid as a pyramid...

if your building a pyramid with blocks you need to have more blocks on the bottom then the top.

Also 1 Owl has to eat many mice to leave, so for 1 owl, there are 10 mice, a mouse needs to eat alot of grass to live, so for every mouse there is 10 grasses. Since 1 owl needs 10 mice, and 10 mice need 10 grasses each to live (10x10= 100) then there has to be 100 grasses to feed 1 owl, so you get this pyramid:
