There was never any evolutionary pressure, that made more potent venom more advantageous.

Producing more powerful venom has a metabolic 'cost' to the spider, ie, it takes more energy. Because Spiders in the UK prey on small insects, stronger venom gives no advantage, it's a waste of energy. Natural selection therefore favours spiders with a less potent, more energy efficient venom.
