because there is only a small fraction of the island that people live on and mostly everyone over 16 has a car.

Depends on location Iceland has never had permanent railways- though cranes on rr tracks have been used- I undertstand some are preserved as historical monuments ( a peaceable change from cannons!) on construction sites. they May have subways, though. Iceland has never had railroads in the normal sense.
