That's just like asking why are there fat people, short people, tall people, rich people or poor people? It's a matter of choice that people choose to be skinny rather than fat or obese. It could be due to genetics, that people are skinny no matter how healthy or poor a diet they have, or it could be due to life choices, that they tend to gain weight easily but want to stay on a healthy diet and exercise frequently to keep skinny. But really, skinny people exist because they just exist, there's no real good explanation for it: there's always going to be variations in any sort of population, and because of that no one is or will ever be the same as the other.
