Having the ceiling fan blow upwards will circulate the heat through the entire room.
At its most elemental, simple gravity, as colder air is heavier and from the ceiling falls through the space to the floor where it is then returned to the ac for recooling.
Heating vents should be located near the floor since hot air rises. If the heating vents are located near the ceiling the heat would stay there and not warm the room.
The purpose of Ceiling Vents is to provide Ventilation in a room where it may be necessary, such as a Science Lab. Because gases generally rise (as they are hotter than the air and so less dense), they can escape out of the ceiling vents without causing any harm to people inside the science lab. Does not matter. Air will displace naturally when pushed into a room from the vent. Vents and ducting are laid out according to the plans of the unit. That is the only reason for top vents and bottom vents. If you are speaking of the intakes, the same principal applies.
I believe the upper vents are for A/C only. The floor vents are for the Hot air. Test your ceiling controls by moving the knob from cold to hot, you should hear the air pass from upper vents to lower vents. Providing of course you have selected REAR from the front control panel.

could be that your vent on your dash is open.it will pull outside air in and if you are using the ac the air coming in the vent is from the hot weather outside.........there is a little spinning knob between the vents , make sure it is closed
my hamster is hiding in our air vents. I know because it smells like an old hamster cage. My question is how do I get it out?? Our last hamster died in there and it smelled almost as bad. (ps: if you have a 3 year old, don't get a hamster!) One way to get a hamster out is to look for a ceiling vent in your basement. If you have floor vents in your first floor, then the ceiling vent will be on the same level. Once you find a ceiling vent, find where hammy is hiding. Listen for little footsteps in the air vents. When you think he's near the ceiling vent, stuck hamster tubes up inside of it. Hammy won't be able to resist crawling in his hamster tubes! This is due tobuoyancy. Think about a hot air balloon as an example. Warm air has greater buoyancy than cooler air and will rise. Conversely, cold air will sink when introduced to a warmer atmosphere and this is why you see cooling vents placed in the ceiling.
