The Security Council is currently viewed as presenting the state of international affairs at the end of WWII. The dynamics of power have changed a lot since then. The G4 also supports an accession to the SC of two African nations - probably South Africa, Nigeria or Egypt - to make the SC more representative of the world's population. Currently 4/5 of the nations are caucasian-dominated, three are European, yet most of the world's population is in Africa or India (which are not at all represented).
There are many things that can happen to a state that does not comply to UN regulations or with UN Security Council Resolutions. Let us take the example of a state seeking to illegally gain nuclear weapons. The IAEA finds that a state is not in compliance with letting it view their nuclear facilities. It refers the case to the Security Council. 1) The Security Council will condemn the actions, hoping to shame the state into compliance. 2) It can then issue economic sanctions which are binding on all members. 3) It can then authorize military action against a non-compliant state that threatens international peace and security.
