A hurricane is its own storm system. They arise from large scale low pressure areas and thunderstorm complexes that organize and intensify over the ocean.

Tornadoes, by contrast, are the result of the interactions of relatively small scale wind currents within individual thunderstorms.

A hurricane is a a large-scale weather system. Weather over such broad areas generally takes hours to days to undergo changes in part because of the large amount of air involved. Tornadoes are much smaller and are therefore more easily affected by brief, small-scale changes in the atmosphere. Additionally, a hurricane is a system composed of numerous storm cells. While each cell may not last very long, the system as a whole persists. A tornado, on the other hand, comes from a single storm cell.

It depends on how you define strong. In terms of wind speed, a tropical storm is weaker than any tornado rated higher than EF0. Tornadoes produce stronger winds than tropical storms do because the produce a large pressure drop over a much shorter distance.In terms of energy output, a tropical storm is stronger because it is a large-scale weather system that moves an enormous mass of air while a tornado is a much smaller event.
